Add a stage before job creation where enquiries can be managed (like a dumping ground for unconfirmed enquiries)

This could be used for:

Convert to a job once the Purchase Order is approved.

Convert to a job once the enquiry and price have been spec'd out, and "verbal confirmation" is provided
