Reports intermittently get stuck at 'loading' on the dashboard

We've identified an intermittent issue on the dashboard where reports get stuck at loading. This happens infrequently and we're investigating the root cause.
How to fix manually:
Until we deploy a permanent fix, you can manually fix the frozen report by following these steps:
- Edit the job with the loading report.
- Change the Client and Project (you can use any other client and project).
- Save the job.
- Revert the Client and Project back to the correct values.
- Save the job.

This issue occurred again on a clients site on 27/01/2022 (#FMS00001114)
Changing the address and changing it back again fixed the immediate issue, but the root cause still needs identifying

Ryan Moorhead at Asbestos Audit reported this issue happening again on 4th January 2022 for one of their jobs.
Changing the address and changing it back fixed the loading issue, but whatever race condition that's causing this to happen still seems to be occurring.

The issue seems to be that data is not propagating from the Job to the Report in some cases. This can be fixed by changing the client on a job, saving it, then changing it back again.
We still haven't been able to recreate the issue, but once we do, we'll issue a dashboard fix to prevent it from happening.
